rules

I keep thinking of the rules we make..
we have all kind of rules.. ethical, political, formal and informal.. written on paper.. and in stone.. new and ancient
we have always been trying to reach the common good
and we keep changing these rules to cover what we've apparently missed
and we always get to a point where we fail to reach our goal
and we change them again..
what we fail to understand is that we are not capable (we are not willing enough) to respect rules.. whichever these might be
we only deal with the situation as it comes
